SENATE FY2007 APPROPRIATIONS ALLOCATIONS
Because the House and Senate were unable to
agree on a joint budget resolution (which would
have set overall spending limits for the year),
the Senate is attempting to attach its own
FY2007 spending caps to this year’s emergency
supplemental appropriations bill. Once the
Senate determines its overall FY2007 budget cap,
Senate Appropriations Chairman Thad Cochran
(R-MS) will be able to provide individual
allocations to each of his twelve appropriations
subcommittees.

INSIDE (The Beltway) SCOOP
- Jon Retzlaff, Legislative Director
The decision by the House L/HHS Appropriations
Subcommittee to flat fund NIH is extremely
disappointing, and is being viewed as a slap in
the face to moderate Republicans, health
research proponents and patient group advocates
who fought so hard to increase the amount of
funds for important health and education
programs, including NIH. Moderate Republicans
had received assurances from House leaders that
a total of $7.1 billion would be provided for
health and education programs prior to
finalizing the FY2007 L/HHS Appropriations bill.
