HOUSE FY2007 L/HHS APPROPRIATIONS COMMITTEE ACTION

 

On Tuesday, June 13, 2006, the House Appropriations Committee approved what the
House Labor, Health and Human Services, and Education (L/HHS) Appropriations
Subcommittee passed the week before. The bill would flat fund NIH in FY2007 at $28.3
billion.

SENATE FY2007 APPROPRIATIONS ALLOCATIONS

On June 22, 2006, the Senate Appropriations Committee approved subcommittee allocations for each of the twelve Senate appropriations panels.  Please note that Senate Appropriations Chairman Thad Cochran (R-MS) provided the initial recommendations for each of the subcommittee funding levels.

The FY2007 Labor, Health and Human Services, and Education (L/HHS) appropriations report includes language that should put NIH Institutes and Centers (ICs) on notice that their past efforts to define and explain how it allocates its resources are inadequate. Specifically, the report language states, “While the Committee appreciates the detailed mechanism tables and pleonastic descriptions of science advances that were submitted as part of each institute, center or office’s budget justification for fiscal year 2007, the Committee is troubled by the lack of program-level detail displayed for each IC.”

NIH REAUTHORIZATION

 

House Energy and Commerce Committee Chairman, Joe Barton (R-TX), has requested to
meet with FASEB’s leadership to discuss NIH Reauthorization. Chairman Barton has
indicated that he plans to introduce an NIH Reauthorization bill prior to the August
recess, and is expressing interest in meeting with some of the key interest groups before finalizing his bill. Therefore, on Tuesday, June 27, 2006, FASEB’s incoming President, Leo Furcht, M.D., and Jon Retzlaff, FASEB’s Director of Legislative Relations, will meet with the Chairman to discuss his latest proposal.

HOUSE FY2007 SSJ COMMITTEE ACTION

 

On June 14, 2006, the House Appropriations Subcommittee on Science, State, Justice,
Commerce and Related Agencies (SSJ), provided the National Science Foundation (NSF)
with $6.02 billion. This 8% increase was the level requested in President Bush’s fiscal
year (FY) 2007 budget request as part of his American Competitiveness Initiative.

Guy Fogleman, Ph.D., has been selected as the new Executive Director of FASEB. He will join the group on July 10. Dr. Fogleman was formerly Director of the Biomedical Research Division and Associate Director for Human Health and Performance at NASA, where he led NASA’s biomedical and biological science and technology programs.
